Jones, who has been in the final twice before, was awarded the title last night at a ceremony at the Mandarin Oriental Hyde Park hotel in London.
Runner up was 23-year-old Adam Thomson of the Menzies Welcombe Hotel in Stratford-on-Avon, Warwickshire.
Six chefs competed in yesterday's national final. They each had just two hours to prepare and present their version of a classic Escoffier recipe, ballotines of poultry.
Jones's prize includes £2,500 in cash and several educational trips overseas.
